The simplest way to install the plugin is to unzip the .war file into the red5 webapps sub-directory as per step 2 of the installation instructions.
The other settings look OK if you are planning a test installation only accessible on the local machine.
One thought though, for a production system it is not recommended to put the moodle data directory inside the webserver htdocs. This will open up a major security hole in the Moodle file system.
